Bellringer

A caster of the Order of the Still Hour in a rimed habit hung with wax seals. His muffled bell sends out a wave of Still that slows all it passes and wakes the Order around; hide behind stone or strike him mid-swing. At a banner of the Hour he kneels to pray, and the flux of that place goes out while he prays.
