Toll Collector

A Tollkeeper who once kept a sluice and took a share of every current that passed. Now he takes it from you: his brass tap-wedge bites into whatever you carry and drinks its charge into the reliquary at his hip. Three tolls fill it, and he carries the take to his Bailiff; kill him full, and the flux spills back into the land.
