The Rule tells what to expect from the Order: to a workshop where flux runs at twice its riverbed, the Still will come to set a Halt Stone. First rule: all that flows spoils. Second: what is stopped is perfect. Third: the Tempo of the world is a debt, and the Order will collect it. The Rule bids its people wear wax on their lips, for words flow too, and ring a bell with no tongue.
The Still come into the ordinary world on a round: to a workshop where flux runs at twice its riverbed, a party steps out of a Still Window and sets a Halt Stone; around it water turns to glass and devices stand, until the stone is broken. The Rule calls this mercy.
