Stillweave Vestments

Flux cloth sewn through with still-thread holds flux reluctantly, and whoever wears it spends less: the whole vestments take up to half the price off crafting and casting. Diviner's Spectacles lenses are set into the brim of the hood.

Rime Shroud: in the full vestments crouch twice, and for four seconds a shroud of stopped time five blocks wide stands around you. Arrows, fireballs and everything thrown that flies into it freeze in the air and drop when it lifts; foes under the shroud slow. It rests 45 seconds. The Crown of the Wheel counts as the hood.

The thread remembers the Great Stilling: the vestments press with Dissonance while worn. In a murky chunk, with murk above a third of its bed, the still-thread holds no flux and the thrift is gone. The robe gives little protection.
